I've checked for disk errors and ran SFC commands, all fixed from that side of things. I don't have any strange startup items under Task Manager in short, I keep a very clean computer in terms of bloatware/ things I don't use/ ensuring it remains efficient. My display drivers are fully up to date already. I don't have any network drives or iCloud or anything else. I don't remember if this problem started around then but certainly for a few weeks? I'm already fully up to date on Windows updates.
I've tried to Regedit QWORD/DWORD DontRefresh - doesn't work I've tried resetting folder/file views. I've carried out steps to recreate this and it happens every time without fail, so it's not intermittent. In order for me to fully update the desktop, I have to right click 'Refresh' which updates the desktop to how it should be. So it's been deleted, but the desktop just doesn't register the fact. If I go to delete it again, it tells me it's no longer there. However, if I start an app or do something else, and then come back to the desktop even a minute or so afterward, the deleted file is still present on the desktop. If I move something to the trash bin, and then empty the bin, it disappears from the bin. For some reason this started recently, or at least I only started to notice it in the last week or two.
